Now why would Barr want Mueller also to violate DOJ policy like Barr did when he refused to recuse himself from overseeing the Special Counsel?

Mueller said he could clear Trump, but Trumpās conduct made that impossible. Mueller also said, despite
Trumpās conduct, he could not so much as accuse Trump due to the OLC guidelines. In other words, no one at Justice could ādecideā the obstruction question. Thatās why Mueller has pointed to Congressās ability to investigate, accuse, and try the president.
He sure could have.

And why having Mueller appear before a House committee, even if his testimony reveals ānothing beyond the contents of the reportā ā on primetime television with breathless news coverage ā works for me.

It has been over 3 weeks since Slow-walking Jerry Nadler and the House Judiciary Committee voted to hold Billy Barr in contempt of Congress.
Nancy Pelosi still hasnāt scheduled a vote in the full House on the Contempt motion.
Over 3 weeks.
Meanwhile, Billy Barr is literally making jokes and laughing at her.

Your original precis claimed Mueller HAD reached a conclusion.

Cover Your Ass! Barr is trying to justify lying to the American people.
He doing CYA. If Mueller says he was forbidden to indict because only the Congress has the remedies, given the DOJ rules, the by the same token, Barr had no legal right to āexonerateā Trump according to the DOJ rules.
His decision is subject to Congressional Oversight review.
I guess this just shows Barr himself NEVER READ THE REPORT HIMSELF !! He looks like a talker, not a reader or listener, just like his boss. He needs to be Impeached to lube up the guillotine and because he is a toady Jabba da Hutt look alike.
