Of course it’s fair game to use FBI comments. No one would suggest otherwise. His point was to draw a contrast with Trump’s response, which as usual was totally nuts. That’s what the headline should be.

It is also safe to say that if Trump was subject to the same scrutiny by the personnel security investigators that the rest of us get, he would not be able to get a security clearance due to his bankruptcies and foreign financial entanglements. He’d be considered a security risk.
