The governor seems to be tossing some word salad in explaining what’s he’s going to ask the legislature to do. The mayor of Little Rock is asking for a veto. Does Hutchinson anticipate the legislature would override an outright veto?

I have a feeling that Walmart’s denunciation of the bill carried more weight with Asa’s decision than the opinion of his son.

This is one Republican who knows how to duck and cover.
If he just wanted to duck and cover, the governor could have just left the bill unsigned, and it would have become law in a few days. By returning it with objections, but unsigned and unvetoed, both houses of the Arkansas must redeliberate the bill with the governor’s objections in mind. The delay gives time for potential opposition to the present bill to grow and give political cover to legislators inclined to modify it as the governor directs.
As littlegirlblue suggests, an outright veto of the bill would have challenged the legislature and allowed them to override his veto in turn by a simple majority vote.
Nothing ventured, nothing gained.
