Is Trump too stupid to understand the difference between a fair and rigged election? Sometimes I wonder - but I realize it’s just his admiration for strong-armed tactics that makes him do this despite the terrible political optics.

He understands it perfectly. A fair election is one Donald Trump won, a rigged election is one won by Hillary.
But seriously, I don’t think he really understands the notion of fairness. If you could have done Thing X and Thing X would have helped you win bigger and more classy, well, why didn’t you do Thing X? I’ll do Thing X ten times as hard, much harder than Obama!

Fairness requires conceiving of things that are overarchingly right or wrong independently of your own desires. Beyond his ken. That psyche begins and ends with malignant narcissism.
I assume Trump congratulated him on his 97% vote total, the second biggest in history (after Donald Trump’s).
As with Putin’s victory, tRump was most impressed by the literal “Lock 'Em Up” aspect of the election.
Calling my Shot: Trump will insult Mexican President Enrique Peña Nieto with the nickname “El Sissi” thinking it a clever slur, and not remembering he liked the actual El-Sissi on Facebook’s “Fascist Forward” page.
Why not? After all, Trump loves rigged elections, just like his!
