The Military construction budget is one of the biggest sources of pork barrel spending available to Congress. Construction projects in the US makes local construction firms happy and creates decent paying jobs for laborers and tradespeople (aka happy voters) - and if the construction cuts are to overseas bases, then trump will be ticking off Halburton, Bechtel, and the big defense contractors beloved by the GOP.
