I read that too and find it a plausible explanation for this boneheaded document.
Although, frankly, Ryan is tone-deaf enough to actually mean it, as he is so awed by his own geekiness.

Paul Ryan is a stupid man. He is lucky he is in a party which is filled with even stupider men, and has a media, which absolutely NEEDS someone from the R party to call out as an equal of the Dems.
He wins only because he is so stupid that he thinks not saying or actually doing anything makes him look smart, and therefore he avoids the Republican pitfall of revealing their stupidity by talking. Oh, and his “boyish good looks”.
This document is exactly the kind of document you would expect someone like Paul Ryan who doesn’t understand policy, but thinks he is the only one to do so, to come up with.
This is the most important lobbying group to which most of Trump’s base belongs. Their members read their position papers. Trumpcare is DOA.
They’re back in their bubble. Wait until all those grey-haired GOP voters who are seeing their Medicare wither away start showing up at their elected officials’ offices…who are already running scared from town halls and protests at offices. (How many more offices can Rubio lose before he’s running his operation out of the back of a pickup??)
I don’t think Ryan is thinking anything much. Being professional obstructionists for obstruction’s sake for the full six years without taking any responsibility of governing was such a luxury for those out of ideas, but now he & Co. are paying the price. They were hiding their “plan” initially for reason.
While I agree that Ryan is not the intelligent wonkish guy many Republicans make him out to be, he is pretty good with manipulation, deception and straight out lying. ( remember the marathon lie?)

That article is typical of pundits who take Ryan seriously. His lack of serious depth is definitively, unambiguously, and for all time demonstrated by his infatuation with the writings of Ayn Rand, whose prescriptions for social order have proven successful in exactly one place: her fiction!
Many, many old white people voted for Trump. I say this as an old white person who did not. They have to own their vote. I hope they are worried about this nonsense and realize the choice they made to dishonor the nation has consequences.
Tell ya what, this man is quite a narcissist in his own right. Bragging about his “policy-wonkishness,” bragging about his leadership in the “party of ideas,” bragging about his “better job” as Speaker than his predecessor’s, bragging about his muscles. You see the pattern.

Pretty much agree. Any one who takes the novels of Ayn Rand as serious policy statements (he reportedly makes them required reading for his staff), is stuck somewhere in the pubescent stage of development mentally - he is like a “mature” 16 year old. I suspect a huge part of his appeal is his blue eyes and his simple Anglo-Saxon name. He is anything but a complex thinker.
