Why do people think the Secretary of the Department of State has role in U.S. trade negotiaions or overseeing our foreign trade?

Ed Rendell needs to be benched as any sort of public supporter of/spokesman for Hillary. He’s a bombastic fool who is just a wee bit more disciplined than Trump when it comes to his stream of consciousness-type speaking. And I say this as someone who’s met him and also voted for him.
