So some of them refused expansion because they hated Obama, while others refused it because they hated their poorer citizens? And in some states there’s so much derp that the legislators and governors who opposed it because of hate are now trapped by the lies they spread?

“Congress’s.” There’s no automatic invisible s when you use an apostrophe.

Yes but I thought that when words end in s, like Congress, either way is correct: Congress’s, Congress’.

@csswasey is correct. Congress is a singular noun, so the rule would be 's; plural nouns ending in s get an apostrophe only.

Yup, pretty much. This is why I wish we could somehow separate the 2 Americas. As someone who grew up in rural America, I know the futility of trying to explain or educate people who resent knowledge in the first place. These people are believers, once they believe in something it is impossible to change that belief.
