This is absolutely the correct framing, and it should be shouted from the rooftops, over and over.
Perfect.
I’d add the thrust of these reforms is to call an end to actions by ICE and CBP that violate core constitutional protections. Not to get all misty eyed but every time I read about how these Maga droogs operate, my mind jumps back to colonists’ fury about Writs of Assistance and the background to the 4th Amendment.
And just about the lowest standard to meet. So how hard can it be?

You know, this would be the perfect year to harp on this. It’s the 250th anniversary of the Declaration of Independence. This comes right out of the Declaration. A series of reminders, nonstop through the election, on how the Trump Regime is doing the things that caused the American colonies to rebel, declare independence, and make war on their autocratic government would be in order.
Start easy and work up to Patrick Henry pitch by, say, August.
This is why I’m not content with what’s happened to date - the GQP doesn’t have to give the Dems anything. There’s no leverage. Until the money already allocated is clawed back, ICEholes continue to act with disregard for pretty much everyone. The whole thing should’ve been shut down while this negotiation continues. They’re still in Minneapolis, folks. They’re still breaking down doors, dragging parents away from children, attacking protesters with chemical weapons that aren’t even allowed for our military.
If this is ok with Congress, we have no hope of pushing this back. None.
From a messaging standpoint I don’t believe “reforms”is the best terminology
I heard the speaker of the house say the 4th Amendment is a mere suggestion. The constitution is optional to people like Mike “tiny” Johnson.
The Democrats capitulated earlier and failed to use the fillibuster - their only real tool. If they can’t be united and shut it down with a huge approval - against a masked-militia that is roaming the streets and murdering people - American Citizens - with no investigation - then they all need to be replaced. Chuck Schumer is a poor card-player and unable to keep his votes in line. We need someone better in that job.

I would narrow in on abandoning the precautionary principle, a first principle of long-time societal survival. Who is UAE investor? I’m assuming Witkoff, but could be Jared. Murphy needs to be more specific. Why such unround sums? Was it some other currency, securities, or perhaps precious metal?

A right without a remedy is no right at all. Whatever comes out of this needs to include some access to state courts to enforce constitutional rights. That is, Supremacy Clause notwithstanding, Congress hereby permits actions against DHS and its personnel in state courts for willful civil rights violations.
There needs to be an explicit requirement that ICE and CBP follow all normal ‘use of force’ rules that apply to other federal, state and local law enforcement agencies, including de-escalation. Not just automatic administrative leave and proper investigation when they use force improperly and/or kill someone. Including presumption of innocence, not presumption of suspicion, reasonable cause to take action against a specific individual, not just racial profiling and ‘detain first, ask questions later’.
Maybe some constraints on interactions with children and other vulnerable people. maybe some requirement to provide medical care. Maybe some requirements for humane detention conditions, including medical care.
Members of Congress now have a behemoth task ahead of them: rein in ICE

I listened to Johnson say that the 4th Amendment was unimportant and should be ignored. We fought a revolution over the first 10 amendments including the 4th. They aren’t suggestions. They are the reason we went to war against the English king. Next you are going to tell me that Roman’s 13 (the favorite bible verse of the loyalists and slave owners) is more important than the bible passages about the stranger.
