So let’s say he reverses his changes, which is doubtful. That’s no reason for him to not be prosecuted, along with a few board members.

They also have the power to remove him immediately and assign the job, at least temporarily, to someone else. Since DeJoy is clearly engaged in sabotage there is no reason to do anything else frankly. How could you trust him to roll anything back, at least in a manner that did not do further damage?

My guess is these things go by human courier, like court documents.

Beyond that, if they do have the power to summarily remove him, I go with @tindalos above. They should just do that. What DeJoy has done is grievous.
