Rep. Hank Johnson (D-GA), who said last week that he feared the island of Guam would “capsize” if the U.S. sends more troops there, has released a statement explaining that his remark was an “obviously metaphorical reference.”At a House Armed Services hearing last week, Johnson said that if the military goes through with a plan to send more troops to the island of Guam, his “fear is that the whole island will become so overly populated that it will tip over and capsize.”
