Not in a Republican administration: for years, their modus operandi has been to displace the cost of services onto individuals.
They’ll probably set up dispencers at the ‘major intersections’ to which people can travel, line up and buy HRPs for a reasonable cost, to help defray the taxpayers’ expense and allow for another ‘revenue reduction.’
The definitions of words like ‘major intersection’ and ‘reasonable’ will be left to the administrators’ interpretation, to allow for local conditions.
