One of the livelier debates in this epidemic is the excess mortality debate. Nobody in the debate, as far as I’m aware, is saying we are over-counting. For example, I’m comfortable at the moment with a rule of thumb that the US undercount is probably around 2 (multiply by 2 to get approximate number of corona-caused deaths), and that a lot of that is just due to lack of testing (or novel forms of death from a respiratory disease such as kidney failure, liver failure, stroke, or intestinal failure) rather than deliberate political understatement as in Belarus or North Korea.
The measuring usually starts from the “all-cause” deaths number, and then compares that against the historical death rate. Then you have to adjust for changed circumstances such as lower road traffic deaths.
Yet the right is now pushing a narrative that would make Putin’s disinformation trolls blush.

Well, the CDC leadership has no credibility. Individual scientists are really just workers doing their job as best they can and are probably appalled at what’s going on. They have more in common from the standpoint of labor and economics with the folks emptying wastebaskets than they do with “leadership”, much like a gifted emergency room physician has more in common from a labor standpoint with the janitors than with the hospital administrator. A professional position does not somehow set one apart in the eyes of the rentier class.
