Clean house.
The entire command structure must be changed and professional leadership hired.
The SAA positions are an anachronism and essentially a hindrance to a streamlined command.

This came up briefly at the Senate hearing on Tuesday too. Sen. Rick Scott (R-FL) was preoccupied with why so many National Guardsmen are still in D.C., and when they plan to leave.
Because, you know, March 6 is only 9 days away and his buddies need to be assured they can safely make a return visit then when Trump is really being declared the winner. They know they need to be there to “help” with that.

The frustration most people have with the police as an institution is their inability/lack of effort to police their own.
If it is indeed just a few bad apples, as the police states repeatedly, and most people believe (including most BLM supporters), then the obvious response should be to identify and remove/punish those bad apples.
That’s not what we see. What we see instead is that the entire police force closes ranks in support and defense of the bad apples.
“It’s just a few bad apples” is not a valid excuse when your entire institution prevents any effort to remove the bad apples, especially considering the whole point of this metaphor is that a few bad apples can and will spoil the entire basket of apples.
