He was waiting for it to succeed, and didn’t want anything to be done to stop it.
The entire framing is like saying the arsonist lacked the courage to try and put out the fire.

Words like courage and honor still mean a lot to Biden, and for Trump to be lacking in one or the other of them is a big bad in Biden’s book.
