In second grade, last day of school before winter break (still called Christmas break back then in the 60s) and Ron Cherney announced to the class “hey, you guys know that Santa Claus is your parents, right?”. Everyone looked at Mrs. Sterrett who stood up a little straighter, walked over to Ron, put her hand on his shoulder, looked him in the eye and said "Ronald Cherney, I believe I will be speaking with your mother today. Kid paled, he knew he was doomed. “I was kidding!” The thing was as soon as he said it, I knew he was right.

So, when we speak of “income taxes”, those things are not part of the discussion.

I’m not sure what you mean by “explicitly not taxed as income”. If you referring to tax rates, yes, capital gains are taxed at a different rate than regular income, e.g. wages. But when you consider income from an individuals perspective, all money earned during a year is considered annual income.
When you file your income tax return, you are reporting your annual income to the IRS.
It seems now that Manchin is more serious about blocking the Infrastructure Bill than I thought he was. Suggesting it be pushed into 2022 is a new development.

What seems to me to be missing from this conversation is the fact that WITHOUT the reconciliation bill, the “bipartisan” bill almost certainly lacks the votes to get through the house.
Manchin know this, and he probably also knows that 1.5T isn’t enough to get the “bipartisan” bill passed - hence the need to decouple them. But that isn’t going to happen because the progressives don’t care much about the penny ante bill Manchin negotiated, and may well just vote it down.
This entire thing sounds to me like Manchin is underestimating the resolve of his opponents. Biden needs to find a way to make clear that if the sens. from WV and AZ don’t stop throwing bombs that everyone is going to get caught in the resulting conflagration.
Or, in the (possibly apocryphal) words of Benjamin Franklin “we must all hang together or we will most assuredly hang separately”
