I thought a governor only named replacements for Senate seats, and called a special election for House seats?

House vacancies can be caused by death, resignation, declination, withdrawal, or House action, but the Constitution requires that they be filled by election. ā€¦ All states, territories, and districts require special elections to fill any vacant House seats during the first session of a Congress.

This is an interesting dilemma. The Politico link is ok but another from November is more revealing.
Marsha Fudge lobbied to become the Sec of Agricultureā€¦it is too bad she was not selected. She would have been great there- too.

She raises valid points (concerns) about Blacks being relegated to certain Government Positions- that is, HUD and Labor. Unfortunately, there is a gamble for Picking-off current Democratic House Members to fill Cabinet Positions when the majority margin is thin. Plus, there is no such creature as a SAFE seat when it must be filled by election- as House seat vacancies require:

A while back she said that she didnā€™t want HUD because it always goes to black people. Usually itā€™s a mayor and she was one for 8 years. She should do well.
