Probably. But my concern is that courts are best at answering discrete questions. Yes or no questions are the easiest: “can I use this method to pirge the rolls”, “can I accept postmarked but late delivered ballots”. Judgement questions are harder, but courts make standards all the time: “what is a matching signature”
But the courts really lack power to say “ get off your backside and do your job”
Consent decrees are usually used for this - to get police to follow the constitution , to get cities to follow the clean water act and stop dumping raw sewage into our waterways, etc. But these often take years to achieve their goals and require lots of hearings before a special master. When one party acts in bad faith, courts often struggle to rein them in (child separations at the border; public oversight of police discipline, etc)

If you know your mail is being delayed locally ,send a Certified letter to your Postmaster stating he is in violation of the Postal Code and if not corrected now this will we turned over to your Senators and a copy sent to your local news paper and National news agencies.
In the USPS you must start at the bottom and work up.

Our mail here is getting delivered faster than it was in March and April.
Everything is pretty normal here but this is a red state and Donnie doesn’t fuck with the red states as much.

The seriousness of this can’t be overstated. He is trying to destroy a public good, that has been around since before the days of Ben Franklin, all for the sake of his own political ambitions. Its sick, its disgusting and it should be fought with everything Democrats have.

That’s a rare ray of sunshine and no mistake. But I think it illustrates my point - The court ruled that RI can continue with its plans. In the reverse situation, the court could rule that RI had to change its standards for absentee voting (although the SCOTUS has declined to do so so far) but they couldn’t make RI design useable forms or get them in the mail in a timely manner. So if a bad-faith actor is willing to be derided as incompetent, they can obstruct a court ruling by just being generally feckless - e.g. Florida’s requirement that Felons pay court costs combined with the state’s continuing inability to tell felons what they owe.

It’s a conservative SCOTUS so we’re only going to get so much but what we got was certainly better than losing outright.
I don’t see where Trump has left the SCOTUS much choice since he’s mouthed off about what he’s actually doing.

But, What if I don’t know that my mail is being delayed, but just suspect?
I fear that a lot of the postal code deals with internal processes that take a whistleblower or a an IG investigation to uncover. What are the parts of the postal code that an outsider could verify compliance with?
I wonder if state AG’s have any toe holds here.

The fact that Trump is bent on destroying the ability of the USPS to process VoteByMail in order to facilitate his re-election…should be on the minds of all Americans as a fact.
We have covered a lot of ground on this in a matter of days. We’ll do more, going forward.
