This is the standard playbook in dismantling neoliberal governance. In Russia, which in the post-Soviet era had a branch of reformers that sought to make Russia a “normal” European country with the rule of law, the basic government configuration was swept aside in 2012 with the rise of “power” ministries, organs of control. Interestingly, while defense and justice went to direct Putin control, Putin allowed the finance ministry and central bank some leniency.

We seem to be seeing something similar in the US. Trump has gutted State and Labour, pussified the Pentagon, seized the controls at Justice with his proxy Barr, and Treasury has been turned into a favor-granting agency. Trump and McConnell have defanged the court system, making life easier for kleptocrats. Russia, of course, still has elections, and Putin or pro-Putin people win. A lot of what we call GOP Senate cowardice is in fact enthusiasm for this new order where they could win even more.

Like Russia, US still has a central bank and a currency, so it resembles many features of a real country. Let’s say Barr is impeached eventually, even if extremely unlikely, there is a building full of Barrs just a few blocks down the street at 1301 Pennsylvania Ave. to fill the vacancy. What seems apparent, however, is that America has also entered a power ministry configuration

There is no guarantee whatsoever that Barr will honor his agreement to testify. In fact it’s easy to foresee a two-step in which Trump at the last minute countermands his AG’s decision and instructs him not to attend because of some cooked up claim of privilege or abuse of the process. Barr will then say that it is a matter for the courts to decide whether he should appear or not, but in the meantime he will abide by the direction of the POTUS. Not to be a downer or anything. Moreover this testimony will be of little value without disclosure of all relevant emails and other communications.
