County sheriffs are not an anachronism at all. They perform many important functions, including in many rural area providing a small town’s sole or main policing. The court system relies on the county system, and the sheriff usually oversees the county jail and works with county courts in a variety of ways. The important role of sheriffs is precisely what makes the nut jobs among them so dangerous. And the embezzlers and rapists and power-drunk among them. Too often there is little oversight of county sheriffs and how they run their offices, either by the state or by (where they exist) county commissioners and the like.

Yep, Leon’s businesses all thrive with a hefty subsidy from the US government. He apparently has a security clearance, too. Maybe the DOJ should reconsider that, and DOD should reexamine those contracts.
