An Iran analyst in a NYT short video said that since the current talks are just a “framework” to open the Strait and push all the important stuff into further negotiations, the Iranians may actually be trying to delay final agreements until Trump leaves office.
Not an unreasonable assumption, since it took the Obama negotiators 2 years to finalize the previous nuclear deal that Trump tore up. And that was before negotiations meant passing hand written notes back and forth to the current Ayatollah with couriers.
The Strait may open, and Trump will say he won the war, but the Iranians are operating on an entirely different set of assumptions. And they can close the Strait again at any time.

Yes, and the current regime lacks the competence to work within that reality without spending at a level that provides for a constant combat mission in the Gulf.
The missteps may have already baked that result into the pie; but, it is the result of ill considered decisions from the get go.
