I think you must have missed this part of Fain’s strategy:
One way Fain is doing that is by expanding picket lines in accordance with the progress or lack thereof each of the three automakers makes in meeting the UAW’s demands. Pressure on the companies is building with rolling deadlines at which additional strike sites are announced.
This is incredibly smart. It combines 1) clear penalties and benefits from complying with union demands while 2) preserving the threat that this situation could get much worse should the Big 3 not negotiate.
Most people don’t realize is that it’s the credible threat of an action happening that is actually what changes human behavior. Once that action occurs, the incentive for the other party to comply with your demands goes down considerably.

The cluelessness, avarice and narcissism of the CEOs is on full display here. Part of the argument made by the UAW was pointing to the huge jump in (already grossly excessive) compensation in recent years, demanding the same percentage pay increase.
An obvious and probably effective counter-strategy would have been for the CEOs to cut their pay increases down to the level of what they wanted to offer the UAW. But no way can an exec be expected to live on only $20 million a year, instead of $25 million!
No offer of a pay cut has been made at all.
