So, here is what many Democrats have enormous difficulty understanding. Democrats will make concessions, as is reported here, and the very republicans whose concessions were agreed to will go on to vote against the bill anyway.
Of course, that is their prerogative. However, when this happens Democrats need to rescind those concessions. The concession must always be predicated on their absolute word that they will vote for the bill when the opportunity comes.

I’m sure lots of people are panicking about this, but it’s a normal part of negotiations to look for other avenues with the other side. The issue here is that the Republicans have no interest in doing anything at all, and are only doing this for appearance’s sake. With this offer, Biden has laid out another way to get where he wants to go, and reached well past his ideal situation to try to accommodate them…when they refuse (and they will), it should be obvious to everyone that he really, really tried. This is probably just for Manchin, Sinema, and all the moderates who insist on bipartisanship with a party that acts like a child that doesn’t want to share their toys.
I wouldn’t be surprised if this was the last offer, and when it’s refused Democrats push through the policy that they can get Manchin to vote for and take the win while, once again, being able to point out that Republicans won’t vote for anything that actually helps Americans. It’s also probably the last bill that will pass this year, they only get one more reconciliation bill this year, so Democrats will put everything they can into it and reap the results in the economy next year before the election.

They do, but it’s pitiful…if Manchin was smart he’d be pushing for all kinds of special things to use WV as a demonstrator of what big infrastructure spending could do for the nation. It would help him stay in office (if he wants to run again), it might help Democrats win elections, and it would help the people. Democrats will make some inroads into rural America by simply improving the basics of their lives there, something Republicans will never, ever do.

I said this was going to become problematic if Biden let this go past his first red line of Memorial Day. The Republicans are being so stupid about this. If they would accept Biden’s low ball offer they would get to say look what we did all the while demoralizing Biden’s base. They aren’t even willing to do that.

I wonder. I’m no expert on corporate taxes, but this strikes me as a stealthy poison-pill. In the original plan, the tax rate could be raised to 28% but circumvented in practice via loopholes. This proposed alternative seems to create an alternative minimum tax for corporations.
The basic idea of an AMT is that you can’t evade it: even if you’re smart enough (and connected enough) to find loopholes and owe nothing, you automatically owe 15%, regardless. I wonder if corporations don’t secretly fear that scenario even more, even though it sounds like a magnanimous concession with the lower number.
My take-away is that the Biden folks didn’t fall off a turnip truck yesterday.

The 15% minimum is in the bill that has the increase to 28%.
Biden will settle for a 25% increase, but the minimum is not negotiable, from what I’ve read.

Thing is…Democrats can always raise the tax rate to 28% and get rid of loopholes when they do a reconciliation bill. Doesn’t have to be in this one
