And this is pretty much what Barr/Durham are up to. The idea is to get something out there that isn’t directly coming from Trump. The deliverable in the Ukraine was Zelensky going on TV and anouncing an investigation into the Bidens. The Rightwing Noise machine and an uncritical media could take it from there.
Barr and Durham’s job is to gin up a plausible counter-narrative on the Trump-Russian collusion with a veneer of “evidence” provided by motivated third parties mostly foreign. The idea would be to give Trump something to seize on — ”But her emails, The Ukrainian Musical” The second goal would be to give sufficient cover, in the form of creating doubt in our IC, to lift the Russian sanctions. I may be wrong, but I very much doubt that crossing the rubicon into seating Grand Juries and seeking indictments is Barr’s and Durham’s real goal.
