What bothers me is the caveat of someone being symptomatic before testing. One of the great dangers of COVID is that people can spread it before they are symptomatic, and there is a large percentage of people who are more or less asymptomatic but still contagious throughout the course of the disease. Without mass testing that is an order of magnitude above anything we are doing now that sounds like a non-starter.

Someone tests positive and is told to quarantine. They refuse. The 23 people they were in contact with in the last week are informed they need to self quarantine and get tested. Seven of them refuse, and go about their lives. The additional 127 people those 7 newly contact now need additional tracking. Plus the 299 people those original 23 people who were in contact with the infected person at the start of this daisy chain need tracked down. And it’s revealed 44 of them refuse to self quarantine or get tested.
What are the legally established procedures for dealing with all that? And what about all the trained manpower to do it all?
