I agree, this is a framework, and lots of work is needed to “operationalize” it (to use one of Redfield’s favorite words).
In the last couple of daily updates, the governor of Wisconsin has taken great pains to indicate which counties in his State have experienced their first deaths from the virus. We have no counties here (and many, particularly in the north, are pretty remote and less densely populated) that don’t have at least one confirmed case.
He reportedly told governors on a call Thursday that it would be their call on when life can begin getting back to normal.
“Yes,” they said. “We already knew that.”
Well, since he’s targeting 1 May if not sooner to implement, the crew has literally 2 weeks from today to have a fully-operational plan not only ready to go, but in place…

He demanded a “plan”, the folks did their best in the last 24 hours to give him something glossy and pretty. But that has no relation to an actual plan, it’s just some cutesy talking points.

So Trump had this big plan to ask all these business dudes to sign on to the idea of reopening to give him political cover if thousands started dying. They emphasized testing and generally declined to be involved. Today he talked to the governors and it was the same story. They told him without testing it ain’t happening. So of course he’ll bray that under his brilliant leadership we now have a glorious plan to reopen and everything will be like it was in the beginning, you’ll see, baby, just dry those tears and give me a smile. On the ground absolutely nothing will have changed. A sensible society would, if it woke from a coma at this point, create a massive testing and tracking regimen. We’re not a sensible society, though. We’ll limp along until we get a vaccine.
Aren’t both the State and Federal governments almost entirely not up to the task on most or all of those counts? Aren’t they chronically short trained personnel, test kits, test paraphernalia and test precursor agents? Have procedures for tracing contacts, compelled compliance with tracking protocols, forced quarantines, involuntary release of HIPAA information been legally finalized?

Reopening the economy is crucial, but without mass testing it will lead to a bloodbath. Other countries have mass testing. Where are the tests, President Trump? We need them now.
That is the very simple messaging format for Democrats. It is crucial. We are about to enter a very dangerous political environment in which the GOP will position itself as the pro-economy, pro-recovery party. Democrats cannot sell themselves as the lockdown party. That will not wash in a month, when people will be suffering enormously and experiencing poverty. People will be desperate to follow the party that offers them hope.

what most notable about Trump’s “plan to reopen America” is that there is pretty much no role for the national government at all – its the same idiotic free for all that we already have.
If they even take questions today, every last one of the questions asked should end with this quote.
At some point, he’ll get pissed and walk away, but at least those that are watching - mostly the minions - will get the message that he can’t pull this off when the basic premise of increasing testing can’t be accomplished.

Right, this depends on whether people actually go with Trump’s gut or the “proposed gating criteria,” which require a 14 day downward trend.
Also, this wouldn’t be the first time Trump has promised stuff that sounds good and then completely fucked up the delivery. I was really happy to hear about drive-through testing centers and other stuff on 3/16 (I felt they finally got it and we were on the right track), but it turned out to be empty promises.
I’m just saying that this plan seems like a pretty good framework.
