I could be wrong, but I don’t think CDC does contact tracing. That could be at the state or local level (DC in this case), but the failure may be more in the White House not having designated even a single staffer in advance to collect this kind of data.
You can’t just suddenly do contact tracing on the fly; you need a database set up, a protocol for notifications sent to people possibly infected, and someone who knows how to manage it. The approach the administration has taken is to deny the virus will ever affect the White House at all, so of course they can’t do any proactive contact tracing and notifications. The system isn’t there to do it.
I’ll bet either a) whoever’s job it is has given up contact tracing due to the number of cases, current positivity rate, etc, of the jurisdiction, or b) thy never even pondered what happens if the spread is happening at The White House. Maybe both.
All these individuals are patients of interest with COVID-19; they are not The White House or President or whatever for contract tracing purposes. Whatever rules/responsibilities for contact tracing apply to some homeless dude living under a tree in Lafayette Park should apply to these people. Or maybe for Fairfax, Bethesda, Palm Beach, and where ever these people are resident.
