Yes, but is there a legal term for this? My first thought was “intradition”, being returned-through-due-process from a refuge within the same nation. Assume the state government’s executive is asserting refusal to deliver the fugitive to federal justice, but has not declared rebellion against the Union.

Trump can’t pardon New York state crimes unless he wins the Governor’s seat in New York. That is damn near impossible for him.

Florida HAS to turn Trump over to New York authorities or the FBI wll fly into Tallahassee and Palm Beach and round up both Trump and DeSantus and place them in custody - Trump in NY and DeSantus in a Federal lockup.
Besides, DeSantus wants Trump gone anyway to clear the deck for the 2024 GOP POTUS primary. He just doesn’t want his fingerprints on the arrest warrant.
