I was really having a hard time understanding what this money was for, so I went back and reread the article. I think the following quote explains it, though not really in any great detail. But it would seem that the $2.2 trillion stimulus and the PPP are included in this enormous $3 trillion number.
IOW, this is just the actual funding of the money that Congress has allocated, not some new unauthorized spending. See if you guys agree with me…
