The solution is simple: Blue-collar justice for white-collar crimes. A law exists to arrest these miscreants and keep them in the slammer for destruction of US Govt records for some uncomfortable amount of time. I don’t have time to pull links, but to the best of my knowledge this would fall under federal records laws, which carry penalties for violations, including failures to preserve records as required. Those punishments are generally not all that harsh unless you can show a willful violation, which is difficult to do. Therefore, enforcement actions are rare.
