Assuming the WaPo story to be accurate, the implication of their position is that service members on the ground exceeded their orders or otherwise failed to follow the rules of engagement.

If you’re sitting in prison you can stroke a check to anyone in Trump’s close circle and get pardoned. We all know for a damned fact many of these pardons are bought and paid for. People like Roger Stone get a finder’s fee, and Trump gets the rest. It’s legal to take money to lobby a Prez to issue a pardon. Once that’s out of the way, you just launder Trump’s share to him through some byzantine accounting grift. Better still, openly send his share to some political PAC that he uses for any need he deems fit. It’s not as if the FEC or DOJ will scrutinize it.
