Rainy is relative of course. It’s much more rainy than the south and central parts of Spain, but also much less rainy than Seattle where I spent a decade. There’s a website called weatherspark where you can plug in 2 or more cities and get a comparison of all aspects of weather. I highly recommend it.
You don’t need to speak Basque. Rural folk prefer it but are fine with Castilian. In the city you’re more likely to run into people who don’t know Basque than people who don’t know Castilian. We moved here knowing neither, and our 70ish Basque neighbors who have lived in the little village their whole life told us to just focus on learning Castilian and to not even bother with Basque because nobody will expect adult immigrants to know it. We’re picking up a few phrases of course but have no intent to become conversational. Getting conversational in Castilian is proving to be enough of a challenge.
