The majority of Texans were against the law. But it is doubtful as to whether this will translate into electoral results due to heavy duty gerrymandering by the Texas GOP. Rural conservative districts control the state legislature. The new Texas voter suppression law will only increase this control.

I don’t know that the writer means appreciate in the sense of be appreciative . More like the sense that’s closer to comprehend or understand . To which the correct answer would be, after pausing to stanch laughter: “Who [sic] do you think you’re kiddin’?”

I value this definition of “appreciate”. You can feel the weight of something without judging “good” or “bad”.
