The New York Assembly passed the bill on Wednesday, setting expectations for the Senate to take it up this week.29 Democrats in the Senate are committed to the bill, along with two Republicans, bringing the measure just one vote short of the 32 needed for passage. Both Gov. Andrew Cuomo (D) and New York City Mayor Michael Bloomberg were in Albany on Thursday, meeting with Republicans.
