State Department inspector general - for or against the Biden accusations?

Can someone please tell me how the State Department inspector general, in today’s emergency briefing, framed the folders of conspiracy theories?

I understand there were folders of conspiracy theories circulated within the State Department and that their source was possiblly Guliani.

What I don’t understand is whether the IG’s position is more like ‘look at the BS that has infected the upper echelons of State!’ or, ‘we have all this evidence against the Bidens’.

Whether an honest broker. Whether this is something that will next be weaponized to claim that the House investigations are corrupt.

Which way does this slice?
