There is/was a guideline to the effect that by the time a public/govn’t entity adopts a technology – hardware or software – it is at least 7 yrs old. So they start with an obsolescent technology. By coincidence, I was in a doctor’s ofc today. They were using scantron billing. BTW, Scantron is good for voting because it leaves a paper trail for audits.
