There definitely should be some kind of ad. Sadly, even something as clear as different sections of a law are probably too complicated for the average normie, but voting against national security is something most should understand.
Actually, a simple ad about that might lead to a discussion on some weekend shows where dems could point out the different sections as you suggest. OTOH, fumbling the discussion might lead some people to accept repub false framing of the surveillance. I trust most professional dems to understand and vote appropriately on most issues, but not to be able to explain their way out of a paper bag.
