As things stand, low population states are over-represented (starting @ about 1 representative per 500,00 pop) and high population states are under-represented (California, for example, 1 representative per 1,500,000 pop).

It all makes sense if you apply the ‘it’s OK if you’re a Republican’ (IOKIYAR) theory of judicial interpretation. Any means used by Republicans to seize or hold power is A-OK according to the ideological six, whereas it is automatically suspect anytime Democrats do the same.
This has been precedent for decades now…
And I’m fine with letting them memorialize Robert E. Lee, as long as the imagery is based on this scene here.

Indifferent, at least. Under Reagan, he was appointed Assistant Secretary for Civil Rights in the Dept. of Education, and then chairman of the Equal Employment Opportunity Commission. He was obviously appointed in both cases as a black conservative who would not pursue a positive form of civil rights enforcement.
A large part of which was ignoring the advice of Longstreet. But the die hards won’t give up Lee, so they blame Longstreet. Personally, I’d like to see a complete resurfacing of Stone Mtn.

Another annoying contradiction is that Gingles preconditions Requires opposing political cohesion of majority and minority, but that is also (now) disqualifying. Heads I win, tails you lose. Also “Sure, you can change the map as long as the political outcome is the same” is a lazy way of saying they arent interested in fairness.
