I expect it is much worse than they are admitting. Putin is a big of a liar as Trump and it is easier for him to conceal vital statistics. The only things that are open about Putin’s administration are the windows in tall buildings, just waiting for new customers.
“Stabilizing” is one of those weasel words statisticians use when they don’t want their boss to spike their drinks with polonium.
