If I read the stats right, Wiley got eliminated but had only a tenth of a percent or less votes than Garcia with a whole bunch of absentee ballots not counted, so it’s not a given she did get eliminated.
As far as I can tell, No one has been eliminated in the mayors race yet because they haven’t even finished opening the 120k absentee ballots.
why the board of elections insists on running “what if” scenarios eliminating candidates when they haven’t counted all the votes is a complete mystery. It’s worse than useless, as you point out.
Once all the votes are counted, and only then, will the RCV calculations take place. As RCVvoting becomes more widespread, we will need to figure out how to report partial returns in a way that makes sense. But whatever the BoE is doing is not that

The chart I saw in the NYT did say it didn’t include absentee ballots but didn’t bother to note this meant Wiley wasn’t actually eliminated if you looked the margin between Wiley and Garcia, but it said she was.
If I was being cynical I’d say the BOE was trying to tilt the scale, but the thing is whatever they say isn’t going to change the vote since it’s already happened.
