The White House issued rules last night about how the president will interpret the provisions of the National Defense Authorization Act (NDAA) which require some terror suspects to go into military custody. In short, the new rules make sure that suspects will almost never go into military custody by carving out a wide range of exemptions to the rules Congress tried to implement on non-U.S. residents.
