HADDON HEIGHTS, N.J. (AP) — U.S. Rep. Rob Andrews announced Tuesday that he is resigning from Congress after more than 23 years, a decision that could short-circuit a House Ethics Committee inquiry into whether the New Jersey Democrat used campaign donations for personal purposes.
