This is the kind of thing that Communists used to do in Eastern Europe, in the first couple years of “coalition” governments" before the hammer came down from Moscow. Attend gatherings of opposition parties, create provocations that lead to fights, thus creating the appearance of disorder in the ranks of the non-Communist parties–disorder that the police could be called upon to put down and arrest the opponents. I don’t know what the answer is, but these kinds of outrages need to be dealt with.
