All well and good, but I think Lauro’s real problem is that he is SO mobbed up, if he honestly filled out an SF86, the Feds would likely start a criminal investigation on HIM……not just adjudication for a security clearance.
I think he was an able president in some of the things that mattered most. Look at the integration in a number of southern cities, not to mention political positions, and especially local level positions (mayors, Aldermen, county judges) while Reconstruction lasted. Progress was, if not steady, nonetheless substantial. All that stopped, starting with the end of Grant’s term in office. I believe that is quite likely. Also suspect his client has a number of, shall we say, continuing contacts and communications with ill-intentioned foreign powers that his lawyers know about and are not anxious to give the FBI an opportunity to scrutinize and disclose in a way that doesn’t blow the cover of any ongoing investigations.

Regarding Kevin McCarthy: He knows that his reputation and stature are no longer ascending. Buy low, sell higher than if he holds his seat to term. Has already demonstrated he puts himself over commitment to country. Peter Drucker wrote “The Peter Principle” about those who have risen to their level of incompetence. That book seems pertinent with regard to Kevin right now. Perhaps Kevin even has had a peek at what’s to come in the indicted ex-president court trials. Kevin’s political party hasn’t reached bottom yet. It’s the perfect time for Kevin to receive his “golden parachute.”
