The Rudy Giuliani who’s tip-toeing toward a run at the White House this month is very different from the one who dashed headlong into the fray in 2008. For one thing, Rudy is four years farther away from his signature achievement — leading the city of New York through 9/11 — than he was in ’08 (which was already pretty far).
