New Mexico has passed HD9 Plus, which bans ICE from schools and hospitals without a judicial warrant.
New Mexico Governor Michelle Lujan Grisham signed the

Immigrant Safety Act (House Bill 9) into law on February 5, 2026, which significantly restricts Immigration and Customs Enforcement (ICE) operations, including in areas like schools and hospitals.

Key Aspects of the New Mexico Law (HB 9 & Related Policies):

  • Effective Date: The law takes effect on May 20, 2026.

  • Bans Detention Contracts: The act prohibits state and local governments from entering into, renewing, or extending contracts with ICE to detain individuals for civil immigration violations.

  • Restricts Access to “Safe Spaces”: The legislation, combined with local actions (such as the Bernalillo County “Safer Community Places” ordinance passed in Nov 2025), restricts federal agents from entering nonpublic areas—such as schools, hospitals, courthouses, churches, and shelters—without a judicial warrant.

  • Ends 287(g) Agreements: The law bans local law enforcement agencies from entering into 287(g) agreements, which previously allowed local police to act as federal immigration agents.

  • Prevents Misuse of Public Property: The law prevents the use of public land or facilities for federal immigration detention purposes.

fwiw I saw teaser from upcoming episode of The Pitt (3/19). It has ICE agent in ER forbidding use of phone. I don’t know any more than that. It won’t be warm and fuzzy.
