The odds of anyone in the GOP listening to anything the Democrats have so say about ethics is nil.

It’s just that the court itself gets to decide. Even then, an individual justice could decide he or she didn’t want to abide by the rules, and what’s the enforcement mechanism? There isn’t one. It’s a flaw in our Constitutional system.
