Google says Kuwait is around 70% Sunni and 30% Shia, so could be either one. I doubt it was religious motivation. More likely a screw-up by either the pilot or the Kuwaiti air force ground controllers who might have misidentified the US jets. All three of the US jete would not have had their IFF transponders turned off.
