Prose pros: It’s a perfectly valid adverb that means the same as ‘clearly’, ‘obviously’, ‘blatantly’, etc. 3 syllables, so faster in the brain than two of those three, and it gets your attention.
Conversely, cons: It gives mental images like the one @steviedee111 conjured. Also, it might confuse people who’re still waking up, but then it will definitely have gotten their attention, so it did its job.
On balance, it’s a good choice.

He most likely doesn’t. He is saying it to put pressure on the two useless idiots. But is futile, they are in a anti-vaxxer frame of mind, no amount of reasoning will change their position, as they believe the consequences of they voting for more expending are worse than the Uncle Sam defaulting
For shutdowns, yes, not for debt ceiling. It’s been covered out there that checks are likely to be hit early in any debt ceiling breach just because of the amounts involved.
