Maybe Biden was distracted by other matters at the time, such as COVID. And possibly thought it could wait since at first it seemed inconceivable that tRump would get back into office. It still should have happened before he left office tho

I expect you are 100% correct, but to what end? Pay-to-play is akin to bribery, and the Supreme Court has already made it nigh unto impossible to prove bribery in the world of politics (McDonnell).
